They shrunk from a tongue-lashing when trying to take Pence away from Capitol Hill.
Now, this is consistent with "safety" but each one had radically different meanings.

One can argue that the first was prudent, and the second was part of the "script", because the tradeoff was between caution and performance of duty (his, not theirs)

One can also argue that the big bad would-be dictator was the

kitty cat
and the "wimp" showed some spine. (perhaps once and never again)
