Since people died from that attack, and he knowingly incited them then sent them there with weapons.

DOJ probably has a laundry list of charges to choose from.

He knew them to be armed, and he refused to pull them back or stop them when it was in his power to do so. Instead, he goaded them further. People were killed. He is complicit in their deaths.
Any charges that he is brought up on that don't include some form of homicide is soft peddling him and a violation of equal justice. You or I would get a life sentence for what he has done.
