And that includes towns that are 95% white.

If you expect farm workers south of the border to keep coming every harvest season and see how the better half lives as they do backbreaking work in the fields to feed the nearly all white towns, sooner or later the farm workers are going to figure a way to stay in the US and live better themselves.
