The corruption and complicity of tin pot local police and such is no surprise at all.

Further, I think that the reason Trump got so mad about going to the capitol and had such a big reaction was because after he got in the limo he was informed that the plot to kidnap Pence had failed. Trump assumed he would be walking into a clear playing field as a returning champion and the SS had screwed up. Ornato needs to go along with several other plotters.

He wouldn't have known in the limo that Pence had refused to go with SS because that didn't happen for another hour.

Assuming that the Secret Service was joined at the hip with the conspiracy, why would they stop TFG from making his entrance?
He would walk in defeated at his own game, after the "Mike Pence was killed by Antifa" part failed. (no martial law? Damn!)
The Secret Service knew the script better than he did.
Presuming he's dumb as a brick at any mental activity other than grifting, that would mean the "Willard" gang.

Ornato was in the limo with tantruming Trump, then, after Trump was safely back at the WH, Ornato went to the Capitol and was the driver of the vehicle attempting to abduct Pence.

The Pences then made their way to a secure underground area to wait out the riot.

Back at the White House, Kellogg was worried about Pence’s safety and went to find Trump.

Around this time, Kellogg ran into Tony Ornato in the West Wing. Ornato, who oversaw Secret Service movements, told him that Pence’s detail was planning to move the vice president to Joint Base Andrews.

“You can’t do that, Tony,” Kellogg said. “Leave him where he’s at. He’s got a job to do. I know you guys too well. You’ll fly him to Alaska if you have a chance. Don’t do it.”

Pence had made clear to Giebels the level of his determination and Kellogg said there was no changing it.

“He’s going to stay there,” Kellogg told Ornato. “If he has to wait there all night, he’s going to do it.”

Ornato, through a spokesman, denied having this conversation.
