This is from a guy who sat through countless security lectures in the aerospace industry. It's GD serious business, and here's the laugher (which ain't funny at all)
We were all really conscientious engineers, loyal to a fault, and endured those lectures, which weren't really needed. We just did the right thing in all cases.
The people who were selling the documents in large part were the ones who knew their value on the black market, namely the high level "custodians" who delivered the lectures.
This varies, of course, but big fish are always a better catch than the sardines.
Coverups ALWAYS involve screwing with records.
