(13,985 posts)Clearly, as the article suggests, if any change were made to the federal regulations that permitted child assets to be used to reimburse for their foster care, there would be a need to come up with the money for the foster care somewhere else. It's not a story of "kids being ripped off by foster care rules." I don't think a good result would be that a foster care agency couldn't follow any regulation at all to obtain funding in some way without a huge legal process burden about ownership and notification. That seems like it would harm foster care, and that seems like a bad idea.

The government can easily enough figure out who earns the benefits without putting a usually elaborate application process in the middle of it.
It's the same with taxes. The IRS should be sending you a bill not you having to figure out through a very complicated process of what you owe them. Imagine you having to figure out your electric bill every month and paying it, but if you get it wrong they fine you.
But that's what government agencies do. It's a game of gotcha...... except for the filthy rich, they are exempt from the gotcha.

(40,037 posts)myself and my brother. They took us in when we left a stepmother. So from age 12-18 we received his survivor benefits. Previous, my father got us benefits from our mother's social security. I applied for my father Veteran's benefits and they paid a small portion of my college tuition. They tried to claw it back but gave up once they found out the stepmother tool his assets. We we able to prove that monies were deposited and used to provide for both of us. I sought the advice of a teacher in HS and he got us free legal help.

(889 posts)applies here. SS checks are taken by the state to offset some of the cost of resident nursing home care. There is a "pass-through" payment each month for personal items, though it is woefully inadequate. If the state is paying for foster care, they are no doubt recouping some of the cost of that care through SS.

(2,739 posts)The money somewhat offsets the cost of raising the child.It is used as a reimbursement to the foster parents and usually doesn't completely cover the cost...This includes medical care also..
