No way would Cheney throw this out there if they weren't already leaning towards issuing her a subpoena. If they had decided against it, she wouldn't have said a damn thing about it. Her answer would have been, "I can't say." That usually means "no." Saying "fully ready to contemplate" means they're on their way to getting the subpoena issued.

Of course, I could be wrong, but in all the months I've watched the people n the committee give answers to reporters, the answers usually fall into two categories. The first is "I can't say," which means "no," and the second is "We're thinking about it," or "We've discussed it," which means "yes."
