1. She's running the Senate?

As closely divided as it is (Patrick Leahy has been out for awhile, IIRC), she is probably needed more in the Senate. That might make it a little difficult for her to get out and about so much.

The media covers her, barely. When they do, it's often to demean and diminish her.

meeting with groups about infrastructure and reproductive rights, and with world leaders.

Media has decided she's useless so they ignore her.

6. It's not in Harris' job description

to get a lot of press. What VP in recent, or even distant, memory has? VPs are always placed on the back burner. Harris is no different. She's there to act as a substitute in the event that Biden takes a health dive. Biden assigns tasks to her and she does them. That's it.
