The ones in San Antonio are...sorta.... Lackland is an evacuation shelter. It gets used for all sorts thing. (Afghan refugee processing was the most recent)
We also have various federal facilities in South Texas. Keep in mind, these facilities are not the best. I don't believe Texas can turn them away if DC sends them here.
