PACs buy the books in bulk, and give them away at events. If they are savvy, they can put in more effort and try to buy them in ways which game the NYT best seller list, but the NYT has gotten better at detecting these manipulations since the phenomenon began.
It's a very inefficient way of paying off/embezzling (depending on who controls the PAC), but the pols get an influx of money which has been routed through a third party (the publisher) to obscure the pay off/self dealing, so of course they are going to do it. Most people don't complain about efficiency when it's free money.
Oh, and of course churches do the same thing with books written by their preachers/owners.
