Looks like they scraped info from https://www.mass.gov/service-details/other-benefits-available-to-refugees and associated sites such as https://www.mass.gov/service-details/employment-for-refugees. Rummage.

Problem is, not every self-proclaimed refugee is eligible for the programs that do what the brochure said. I haven't seen any criteria for what "eligibility", but I've only spent maybe an hour wandering through the interlinked set of sites. Might have missed a link here or there.

It's inconvenient, but there you go.
