5. It has to be totally decriminalized.

Not just reclassified. Only total decriminalization will make the necessary changes to help the maximum number of people able to utilize the benefits of cannabis for medical purposes. As of right now it's federally described as having no medicinal value at all. If it's still illegal in any way it'll never be available to everyone.
