He's being forced to take leave for a fall that happened months ago?

2. Hope it isn't a serious personal issue he was told to address.

All I could imagine was an inappropriate relationship (apparently he and a producer chose to go thru Amsterdam rather than a direct flight home) or some kind of substance abuse. In any case I do hope he has done anything he shouldn’t have. Fingers crossed.
