If he thought they belonged to him, why did he give them back? Could it be that he knew they were the property of the National Archives?
So, he knows he broke the law by withholding the other boxes from the Archives.
He knows he broke the law when he stole the documents.
He is thumbing his nose at the rule of law.

What he gave back was nothing but a decoy. Right now there are documents hidden in places where they will never be found. And the longer we do nothing but investigate, investigate, investigate...the worse and more damaging it gets.

I reckon this is how he handles his creditors as well. Pay'em a bit, act surprised they didn't get the whole thing, dispute the amount of the charges, negotiate a reduction, tell them it's in the mail, tell them there is a mistake by the bank, take'em to court, appeal, accuse them of chicanery, counter-sue, call them all a bunch of liars, etc.
It seems to work for him. Like a kid who doesn't want to eat his veggies, so he stalls until they are inedible.
