3. Self Importance.

As Hill said, Putin can manipulate Musk using Musk's own arrogance and sense of self importance. Musk sees himself as a "world savior" so Putin can play him easily by getting Musk to believe that only Musk can give such an important message.

Same way that Putin manipulated Trump by stroking Trump's fragile ego but inflated sense of self. Powerful but weak men are typically easy to corrupt. You just have to make them feel important and they will do what you want them to.

when she was in government, sending "intermediaries including all kinds of businesspeople."

It'd be extremely easy to recognize such a common pattern, merely underlined by Musk's relaying the issue of Crimea's water supply, presumably outside his sphere, but not Putin's.

Wonder if he knew so baldly that he was being used, or had dressed it up too well in his mind. Everyone wants "a piece of" him, of course.
