is what I'm trying to understand, or rather, understand what YOU think it means.

Not to tell you something you may already be aware of, but all of the Treasury Securities held by foreign banks have maturity dates. On the date a given series of bonds matures, the US Treasury redeems them at par, in full, without question to whomever the holder of those securities are, be it the Chinese or your Aunt Polly.

I've read on DU in the past, posts that give the impression that the holder of a bond, be they the Chinese or whoever, can demand they be redeemed at any time ( I was told once that they could "call in their markers", a notion utterly fabricated out of whole cloth), and that is absolutely not how it works. As you indicate, the Chinese can "dump" or offer for sale on the secondary market, any amount they hold for that matter, but flooding the market with too many at once would hurt them because the price of the bonds to fall and thus they would get less than they might have paid for them in the first place.

I'm just trying to ensure you aren't under the impression that the holder of a bond can waltz up to the Treasury Department and demand a bond be redeemed before its maturity date.

And FWIW, no representative from the US Government walked up to the Chinese Central Bank (or whatever entity in question), hat in hand and asked to borrow a trillion or two. That's also not how it works.
