(d) The Special Counsel may be dis- ciplined or removed from office only by the personal action of the Attorney General. The Attorney General may re- move a Special Counsel for mis- conduct, dereliction of duty, inca- pacity, conflict of interest, or for other good cause, including violation of De- partmental policies.
Who controls special counsel?
The Attorney General has full control over the assignment to a special counsel of additional jurisdiction (section 600.4(b)) that is necessary in order to fully investigate and resolve the matters assigned, or to investigate new matters that come to light during a special counsel's investigation.

(23,803 posts)the only difference between SC and no SC is how long it is going to take. Despite Garland thinking this is some necessary step to appear "impartial" it changes absolutely nothing about the politics of Washington. Everyone who things he is guilty will still be happy when he's indicted, every rethug will still go ballistic.
The SC appointment has done nothing but given drumpf more time to grow old and die, which is far more likely than him every actually going to prison.

(11,450 posts)I suspect this special counsel comes out of the DOJ budget: I don't know if Congress gets to approve a line-by-line allotment for them, or just one big DOJ budget which the Attorney General gets to manage. I suspect the latter, but who knows with this new Congress.
Anyway, the GOP isn't in charge until Jan. 3
