Not quite the same as tax returns... but public.
I know because while I was at NASA... I created a program called the "salary clock"... you see this one manager would have this meeting once a week where all of the civil servants and some contractors would attend (required) and we would do an "operational review" which, by and large, was useless. The meeting typically had 25 people in it... and most of the subjects covered had nothing to do with all but maybe 3 or 4 people. I really didn't like to attend... but neither did my boss so he assigned it to me.
I looked up the salaries of all of the attendees... annual.. and then calculated the per minute cost to the taxpayer of this meeting. As the people would arrive I would mark them as present and the salary clock would measure, in dollars, the cost to the taxpayer, of this particular waste of time.
Soon after I created it... the meeting shrank from an hour or more to 30 minutes... and only the 4 or 5 people that needed to be there attended.

Once again all they do is react, never any proposals or plans with any details.
