I recall at the time that they were using vinyl shrink-wrapped semi trailers to disguise them as commercial shipping companies, and there was at least one story I saw that said encrypted tactical radios were employed for operational security. This was CIA-level stuff being done on the local and state levels to get around the Trump regime.

McConnell continually refused to fund any of it, but over 8 years Pres Obama still found ways to cobble together a comprehensive pandemic response system that included not only federal warehousing of crucial supplies, but also coordination & communication between agencies, and procedures to manage federal responses. The goal of course was to minimize deaths in America; he trusted his scientists who said we were overdue for such an event.

A coworker and I used to scan the Congressional calendar weekly for other reasons and quickly realized what was happening. In 2017, Trump and McConnell's GOP controlled Congress systematically dismantled the entire massive structure. Everything from the computers & ops binders (yes, binders) for coordinating efforts and resources to stockpiles were literally thrown away or sold off. It was part of the GOP's 2017 erasure that a Black man had ever been President of the USA. Nothing was too small; even the renaming of bridges or post offices were re-done to effectively erase Barack Obama's name from the active parts of the federal Registry wherever possible.
