They cannot approve payrolls.
They have no security clearances.
They are not Representatives.
But they are those elected to that body and as such somebody needs to speak for them. Swear them in. Sign off on them.
In a divided government, such as we always have (3 branches, 2 chambers in one branch) who has authority over one of the four sections? Nobody rules the House that's outside the House, and nobody should. The House doesn't bend the knee and retain any honor or dignity.
The House elects its spokesperson. Then they're good to go. Until then, nobody speaks for them to the other branches. Nobody can certify that they've been sworn in, that they've even been seated. Until the House speaks, there's nobody to speak for the House.
That is exactly what I thought was the case.

(1,766 posts)For the millionth time, the House requires members-elect to vote for the next speaker, because everyone there, including McCarthy, Hakeem Jeffries, Katie Porter or whoever are ALSO only members-elect right now. So nothing would get done if no member-elect was allowed to vote.
The Speaker has to be chosen so that he can swear in the new Congress. All 434 of them.
This Santos creep is a scumbag, but until he's somehow ousted from office, he's still a member-elect and gets his vote.

We already know that notions of what constitutes membership in the White social class are fluid. You can read How the Irish Became White by Noel Ignatiev for insights on this concept. In terms of actual skin tone, the Irish are some of the whitest people you will find, but they were not "White" vis a vis the British social structure.
Italians and Catholics were once outsiders on the KKK's list of acceptable people. Now, they can join the ranks if they hold the "right" beliefs. Anthropologists have grouped inhabitants of the Indian subcontinents closer to Europeans than to people from Far Eastern countries and they are genetically distinct from Africans. But here in America, some identify as BIPOC and some join the Right Wing and claim the mantle of superiority.
It really is about being supposedly superior and treating people's economic status as a sign of either moral value or moral failing. If you're White and poor, it's because the "Democrats want to give everything away" and Blacks are getting an undeserved piece of the pie. If you're Black and poor, it's because you "don't want to work".
Ultimately, though, what it is really about is power and whether you see it as a responsibility or a tool for your own enrichment.
And please, someone explain to me those Jewish folks who vote Republican and stand behind a man who supported people carrying torches (they forgot the pitchforks that night, I guess) and chanting "Jews will not replace us."
Santos and his sociopathic ways give me less of a headache.
