1. Dems can use the 1 member

rule to force a vote on speaker strategically. They can force Rs to show up and vote to keep their speakership any time. Unless the rules specify that the 2/3rds are of 435, i.e. min of 270, Dems would have just as much power over McCarthy as the crazy Rs.
