Anyone heard a clear explanation of the new House rule...

the motion to dismiss the speaker?

I keep listening when ever it's bought up by news host and they all say just one member can sponsor a motion to remove the speaker but no one says if ALL members of the House can do it — republicans, Democrats and independents?
