By definition, any time 2 or more collaborate to commit a crime, that is a "conspiracy" and is often illegal even if the planned crime is not actually committed.

Like MF45, he's the hand holding your attention with the shiny thingy while the other hand picks your pocket.
Why else is he (and other shit-slingers) there? They're good for nothing else but media distraction.

(15,270 posts)I suppose this idea could be true. but that Santos just happened without planning in much more likely. There are plenty better distractions that Republicans could create through planning and effort that serve the supposed distraction benefit of a Santos just as well, without the downside of making Republicans look all that much more corrupt and stupid.
The Republican party is ripe and fertile ground for people like Santos to come along, without anyone going out of their way to make it happen.
