This was okay, because Trump was a private citizen at the time. It was only when Trump announced for 2024 that Garland appointed a special counsel, due to the conflict of interest of having Biden's DOJ investigate a potential opponent.

With Biden, he's the president now. So any investigation relating to him needs a special counsel, due to the conflict of interest.

Both investigations started quickly, as they should.

The norms for appointing a special counsel are that Garland believes there is possible criminal activity. Pretty short time frame for Garland to determine a special counsel is warranted, that President Biden was involved in a crime.
