The reason Smith was appointee was because Trump announced he was running.
There was no reason to appoint a special counsel before that. And Biden is a sitting president, so there was no reason to wait for him to announce formally whether he is going to seek re-election.
So I guess it will just have to stay beyond you why this follows the standard script for naming a special counsel.
