proposed the change. Male legislators wear jackets, shirts and ties, so Ann Kelley thought women legislators should also dress with professionalism. A jacket or a cardigan was considered as appropriately professional.
With men in professional attire, requiring professional attire of women doesn't seem out of line. It helps women be treated with respect and as an equal. Especially in a red state like Missouri.
