WARNING: GRAPHIC ⚠️ Police in North Carolina shot a disabled man who was unarmed and complying with their orders.
A SWAT team woke Jason Harley Kloepfer up and told him to get outside, then they shot him as soon as he opened the door.

Do you know any cops? Not every place is like that.
My niece went from a Air Force a loadmaster and went to the High way patrol. Ive got several buddies that are about to retire from small towns law enforcement. One work on busting other crooked cops. One just switched to tracking pedos online.
Like the military there are crooked, toxic people but not all of them .

Kloepfer has been charged with Communicating Threats and Resist, Obstruct, and Delay.
The sheriffs office says more charges are possible as the investigation is ongoing.

(57,780 posts)They shoot people in part because they think they will be hurt, but they have to be the biggest cowards on the planet. Normal human beings are not so easily frightened. They clearly are unfit to serve, and that includes a great many of them.

(3,501 posts)That's a simple question with a complex answer.
Part of the answer (and problem) is the training many of them get these days, the "warrior" mentality. Its basic tenet is that the city is a battlefield, they're soldiers, and there are enemy combatants disguised as civilians. That last bit is somewhat true, since you can't pick out a criminal just by looking at them. But the mentality they're inculcated with in training is hypervigilance, head on a swivel, never turn your back, always expect the worst.
Another part of the answer is that they're well aware of just how many people are walking around out there with guns. Certain parts of the US are awash with them. When I was a dispatcher, my department published statistics showing that 70% of the cars stopped for traffic violations contained a gun, so those cops knew walking up to that car that the odds are better than even there's a weapon in there.
Yet another part of the answer is that cops deal with people/situations where things go from calmly chatting to gunfire in the blink of an eye as part of the job, and they talk. Officer Smith has a close call, and you'd better believe other officers will hear about it. Those instances are rare, sure, but they do happen and word gets around.
It also depends a lot on the call they're dealing with. Certain calls, like domestic violence, have a very high chance of going sideways, and the officers are very well aware of things like that. If a dispatcher sends a cop to a traffic accident, they'll decline a backup unit, guaranteed. If they're sent to a domestic violence call, they will 100% request a backup unit if it's not offered outright.
Bottom line: There's a lot wrong with police culture and training in the US that needs to change, but the reality of the job is that things can pop off without warning, and they're always on the lookout for that. They have a saying, which is, "It's better to be judged by twelve than carried by six."

(3,501 posts)I'm always a little skeptical of videos/claims posted on Twitter since there've been several where the videos have been edited to remove relevant information. The runtime counter in this one makes it clear there were no edits or jumps, though.
I could see an officer mistaking a flashlight for a gun with a flashlight attachment on the barrel if he'd quickly raised it and pointed it directly at them. The video angle doesn't capture exactly where he pointed the flashlight in his right hand, but it's clear from his posture that his left hand was raised so it's very likely did the same with his right.
Unless the bodycam/squadcar video shows something very different from what's presented here, these cops screwed up bigtime. The ones who pulled the trigger should and hopefully will catch charges, the incident commander's career is very likely over, and Mr. Kloepfer can expect a big payday from the city.

Rates for some organizations are going to be higher based on performance.
Will not eliminate this sort of thing......but will steer the decision making process in the right way.
For law enforcement and taxpayers stuck with the bill for incompetence.
