Perhaps getting rid of them is part of it. Probably a lot in the bill that’s unknown still.

When the clinton era assault weapon ban (awb) expired in 2004 under gw bush, it was not renewed by republicans in congress, despite gwbush's perfunctory approval of renewing it (he knew it would not get past R congress). Republicans are responsible for the 10 million.
When this awb expired in 2004 there were approx 400,000 assault rifles in america. As of 2022 there are over 10 million. The horse is out of the barn, there's enough AR15's and AK's et al to get either 'legally' or by theft or black market or twisting about background checks, that a modern day ban would not do much to stifle mass shootings.

While I support a death penalty ban in general, I believe a better solution to curb mass shootings, especially school shootings, is to have an automatic death penalty charge for school shooters, mass shootings,and heinous killings. It of course would only stifle shooters & killers who would not be happy to have 'probably' a life sentence in hotel greybar, or even a 20 year grace period therein awaiting their execution, which is what exists today
It would need be an expedited death penalty, with quick 2 year expedited trials and appeals, up to 4 years ideally till bye bye. It would need be reconditioned so that only 11 - 1 verdict for the death penalty would need be acquired, so as to prevent a sole juror from rewarding him with life in prison, with free room and board the rest of life, free medical and dental the rest of life, free cable tv and library privileges the rest of life. The so called horror of them living in 'mental turmoil' is bullscat, the human mammal can self exonerate in most cases and become this 'new, goodly' saint who has had a come to jesus moment.

yet it always gets derailed by racism, mental illness, incel, etc. instead of the damn guns. There would be a lower death count without the guns. Make it difficult for them.

If it has to be difficult for me to get on a plane because "never forget 9/11" then it should be harder for people to get guns because of mass shootings every damn day.
