Things like that happen because police corruption starts at the top. It's not a lack of training, it's part of
their training (for example, yell stop resisting, etc.. while beating up a poor sap who is in fact not resisting). Obtaining submission is the main point of the training, not de-escalation.
The police chief Cerelyn Davis who now announced she disbanded scorpion and was horrified about the incident is a bit disingenuous. She created this unit as soon as she got hired by Memphis. When she was in the Atlanta PD, she was the commander of the REDDOG unit which became infamous for the violence and abuses and had to be disbanded. She also was fired by the city for an attempt at cover up. They had to rehire her because she lawyered up and won the case.
