Somebody was. The camera was pointing in the opposite direction and then swung around to the intersection.
And when the ambulance finally showed up, it zoomed out to include the ambulance.
What was happening back at headquarters?

My understanding from the public discussions SANDAG had when San Diego was proposing installing them is that these cameras will be set up primarily on intersections and programmed to react to certain events, like loud arguments, multiple persons making "fighting" movements, gunshots, and first responder vehicles with their lights on. They could move, and the camera lens aperture could focus on a tight scene or larger scene depending on the movements of triggering subjects within it's range.
They did say they would program privacy limiters on the camera movements, so that things happening within the residences in the camera range would not cause a reaction, but honestly, most of the public still does not believe they would keep those limits in place if, say, they wanted to surveil someone in the neighborhood.
