They give him credit for "writing" the Preface to this academic paper, but the preface was taken from a speech that Flynn gave. I doubt that Flynn wrote the speech though. Somebody else wrote it and he gave it somewhere, probably in Russia. If you click on the "hsdl.org" link in the Tweet, you download a long PDF document of the analysis of how different social, economic and psychological factors could lead to warfare. It has footnotes and everything.
