They're getting a message saying they've exceeding their post limits -- on their first post.
People on the competing website Post say the way to get around the Twitter exclusion is to schedule a post -- which some people are doing, because they need to use Twitter for work reasons.

Many Twitter users on Wednesday afternoon were unable to post on the site, receiving a message that read, You are over the daily limit for sending Tweets.
Tweets also couldnt be posted from mobile phones. A message pops up saying, Tweet not sent followed by, Were sorry we werent able to send your tweet. Would you like to retry or save this tweet in drafts? Users also werent able to send or load direct messages.
Some users were able to tweet by scheduling their posts using the calendar icon at the bottom of the message box.
The Internet tracking service Downdetector showed that the number of users submitting Twitter problem reports skyrocketed starting around 4:30 PM ET.

I was able to Retweet my tweet on Pres Biden just now, though.
I don't know about if just anyone can tweet without a verified account, though.

(14,770 posts)Twitter, Facebook, Instagram and YouTube all had substantial short-term events between 4pm and 8pm today, but not at exactly the same time. Maybe somebody is poking the bear.
