Anyone know who is causing problems among rescue teams in Turkey?

I have seen articles saying that both German and Austrian teams have pulled back their rescue efforts as the result, but then Austria rescuers continued after having their security guaranteed.

I don't see much information about this and it is very concerning. They need all hands on deck.

Why the trouble?

I am puzzled that with all the rescue teams from many countries why it is the Germans and Austrians that have been targeted and not other teams. This is why I am wondering which country is attacking them. There have been shots fired.

However the Russians are pissed at the Germans right now, so they might be the ones who are butting in.

I don't have any other guesses. Turkey is a NATO country, and I can't see how Russia would have any say in who provides aid in this dire emergency.

No mention in the news though. Only that it has happened and seems to be serious enough special security was given to Austria. I'm not sure about whether Germany went home or not.
