Seems odd that the rainbow is between the viewer and the sun, while usually the viewer is between the sun and the rainbow. But I can't convince myself that this setup is impossible....

It appears that the sun is behind the lower yellow clouds, so post-imaging manipulation is likely. Google image search did not turn up this image but one similar one on Shutterstock. The order of colors at the top does not look natural.
