Judge Tipton has *denied* DOJ's motion to transfer Texas's challenge to the new immigration parole policy to a different district/division.
Because DOJ won't publicly say that *he* is unfair, it can't show that *Texas's* judge-shopping warrants relief:

Judge Tipton never mentions:
(1) Texas's litigation behavior more generally;
(2) Texas's *concession* at oral argument that it filed in Victoria *to draw Judge Tipton*; or
(3) Texas's lack of any alternative explanation for why it keeps filing in these single-judge divisions.
