I'd assume it for pipers "welcoming" anyone, unless they're clearly military, in which case they'd be ordered there for official reasons. Pipers get paid (hell, there's a saying about it). And especially for someone like Trump - businessman, no-one likes him, he's just there for commercial reasons.

It's like getting confirmation that the driver of a limo picking him up is getting paid. If you have a relation or close friend who says "I'll pick you up from the airport", fine. Otherwise, you're paying them, as a taxi service/
