People almost always plead not guilty at arraignments, even the obviously guilty ones.

There's nothing strange about this. The arraignment is just a formality where the defendant is presented with the charges and conditions of release, if any, are determined. He pleads not guilty because technically he is, and because he wants a chance to talk to a lawyer, figure out his situation, find out if a plea deal is possible, etc. I wonder if Santos will hire any of TFG's retread lawyers to try to get him out of what looks like very deep shit...

Every mundane procedural step is reported as if it was the first prosecution/lawsuit ever.
