California Highway Patrol said in a statement that it first viewed the Instagram video on Wednesday. The video, filmed on southbound I-880 near Hegenberger Road in Oakland on Tuesday afternoon, shows a driver in a white Jeep repeatedly calling the occupant of another vehicle the N-word. “At one point during the video, it appeared the driver attempted to intentionally ram the victim’s vehicle before losing control and crashing into a wall on the right shoulder of the freeway,” CHP said in a statement.

CHP says the man in the video is Tracy Robert Blackwell, 61, who was booked into the Alameda County Jail on Friday. He was charged with assault with a deadly weapon and given hate crime enhancements.

At the time of his arrest in December 2000, the Oakland Tribune reported that Blackwell was working as a “furniture repairman contracting his services to department stores” and had a criminal history of drug use and burglary. Police suspected he was stalking a 19-year-old woman and making “obscene phone calls” to her house. While he was being investigated for these accusations, police discovered videotapes depicting child sexual abuse at the hands of Blackwell.

In 2001, Blackwell was convicted of lewd and lascivious acts with a child under the age of 14; he was released from jail in 2009 and currently resides in Newark. The Alameda County Sheriff’s Office confirmed to KRON that Blackwell is a sex offender.
