He needs to resign in order to campaign for President, a two-year full-time job. There's no reasonable excuse to pay him to NOT do the Governor job. What a racket. So corrupt.

Why doesn't he resign to run for President?

My prediction:

Won't win the R primary or the General if he makes it that far.

Fla Legislature changes rules to let him have third term (or more). If they don't do that, then he can cakewalk into Senate seat (good luck having Rubio or Scott give those up though! They both are going to ride that gravy train to the bitter end if a D doesn't get them).
