What is an "unpaid social liaison?"

That is what Jill Kelly is being referred to as. Jill Kelley serves as an unpaid social liaison to MacDill Air Force Base in Tampa, where the military's Central Command and Special Operations Command are located.

Sorry to be so crass, but I swear--when I saw that title all I could think of was somebody getting busted with a 17 year old girl in a room at the local "No-Tel".
