Of course, Christians are supposed to be at the tip of the spear in alleviating poverty, especially when it comes to other believers. That doesnt mean, however, that we are under any obligation to help indolent bums.
Such people are not entitled to our generosity.
They have chosen the path of poverty, to paraphrase Proverbs 10:4.

Paul's letters intended correction of specific problems in the congregations he founded. The problem addressed here is persons who, by claiming status as prophets or even apostles, sought to live off the congregation. It was a big problem early in the religion's development. The word 'christmonger' appears quite early in the day, in pagan sources, to describe persons who thus made a living off the gullible flock. Paul is not giving instruction on social policy, he is telling his fledgling saints to stop playing host to grifters.
