It started when Ukraine sent Russian guerrilla fighters
into Russia to hit various Russian towns along the Russian border.

This will cause Russian troops to move closer to the border and away
from the front line.

The Russians have spy satellites and aircraft. It is very easy for them to see troop or supplies movements and build ups.

Russian planes don't fly over Ukraine for fear of being shot down. The orcs have two optical satellites that are so old they probably don't work.
