You either have it or you don't.
We all know the saying about grand juries and ham sandwiches. That's why it's always telling when a case is so thin that investigators and prosecutors don't bother to bring it before a grand jury. A GJ won't bite on that ham sandwich if there's nothing to bite into in the first place.
