(96,882 posts)have substantially different usage levels and more likely that the usage level of the worlds poor is substantially lower because they cant afford energy. I assume the point of the report isnt to suggest that energy should be cheaper?

If you drive a car and can afford to eat beef several times a week, you're likely in the 10%.
