While we tend to think they run amok and don't get charged, they are usually very strict about following orders and codes. Now, the mercenaries that the US hired in Iraq (Blackwater, etc.) are conveniently not covered.

Also the US civil and criminal laws are much harder to apply in a case like this. I hope it is taken up and Miller gets his just deserts but there is so much skating.
