I think the meme's suggestion is to represent the tacky "fake" shit the orange-faced ass slathers all over his properties. The cocktail idea is awesome and if one doesn't have fake gold leaf (thin gold foil crumpled into a ball) then a gold rimmed glass would do as would edible gold leaf as you mentioned. I think the orange peel really adds to the effect.
