North Carolina Files More Than 400 Charges Against Shelby Nissan Dealership Employees

Earlier this week, the North Carolina Department of Motor Vehicles announced that it had filed more than 400 charges against 12 employees of the franchise dealer Nissan of Shelby. According to the release, “[t]he initial investigation centered around the process used by individuals or dealers to rebuild salvage vehicles and the documents used to transfer of titles of those vehicles. During the investigation, additional information was found that led to additional charges.​”

And boy are there a lot of them. Former general manager Sam Kazran alone caught 110 counts of Failure to Inspect Vehicle Prior to Being Offered for Sale. Another employee, Casey Ramsey, has been charged with 38 counts of Failure to Deliver Title, 38 counts of Improper Use of Temporary Markers, four counts of Failure to Disclose Damage and one count of Making False Statement about Date of Sale.

“I am relieved, but I am still concerned about what happened to me and possibly other people as well,” Nissan of Shelby customer Lucinda Ross told Queen City News. According to Ross, two years after she traded in her old car for a new one, the dealership called her and told her she had to pay them even more money.

“They’re telling me I had to give them money,” she said. “I had to call the people I financed my car through and tell them I had to re-finance $2,500 into the loan. They said, ‘No, your loan paperwork is fine.’”

each with a full retail, discount, and bottom line number on it. And extended warranty, same. All that haggling drama separate from payment, be it cash or leased. By the end there's a salesman, a finance manager, a sales manager, and maybe extras or tags guys too. Haven't been in one of those deals in quite awhile, but the time is coming. I hear today's deals are streamlined and pre-negotiated. Hope so because that time is approaching for me.

“ This isn’t the first time that Kazran has run into trouble with the law, either. Back in 2010, the Federal Election Commission filed a complaint against him alleging that he illegally reimbursed employees of his Florida dealership for close to $70,000 in political donations.”

The Federal Election Commission is suing a now-shuttered Jacksonville car dealership and its owner because it says employees were reimbursed for nearly $68,000 in campaign contributions to a Florida congressman, a breach of federal election law.

According to a complaint filed last week in federal court in Jacksonville, eight employees of Hyundai of North Jacksonville and their family members were reimbursed for making $32,700 in contributions to the campaign committee of U.S. Rep. Vern Buchanan of Sarasota during the 2006 election cycle, and four employees were reimbursed a total of $18,400 for making contributions to the committee during the 2008 cycle.

In September, the commission found that there was probable cause that owner Sam Kazran used the dealership to make contributions to Buchanan, a Republican, in the names of others, and that the dealership made contributions over the single-contribution limits in both 2006 and 2008 cycles.

These scam businesses eases that rip consumes off, it’s got to be close to all of them that are repugs. It’s where their deregulate everything motto comes from. These people want less regulations so they can keep running on innocent people.

Since WBTV’s original investigation, Nissan of Shelby General Manager Sam Kazran has left the dealership and is no longer employed there. However, Kazran told WBTV that he is still working for the parent company Auto Gallery, which owns a dozen dealerships across Georgia and the Carolinas.

Kazran is charged with 110 counts of failure to inspect vehicle prior to being offered for sale.

Kazran used to own car dealerships across Florida, including Hyundai of North Jacksonville. In 2012, the Federal Election Commission received an order from a judge against Kazran finding that his business illegally reimbursed nearly $68,000 to dealership employees who donated to the political campaign of his business partner, Florida Congressman Vern Buchanan.

In 2015, he filed for Chapter 7 bankruptcy claiming he owed $43 million to creditors. In a civil lawsuit filed in Florida in 2017, a lender claims Kazran failed to pay back a $1.5 million loan. The lender repossessed cars from one of Kazran’s dealerships as collateral, but they claim he then stole two of them back and listed them for sale on another dealership website.

Kazran was arrested after he was found in contempt of court in another civil lawsuit filed against him but he has never been convicted of any crime related to running a dealership.
