I don't know how we came to this action. How it became a thing a Senator can do.

What I do know is that this needs to be changed or modified in the future so one Senator cannot hold progress hostage.

Whether - a majority of Senators need to act or a time limit is placed on this action - something needs to be done to prevent this from impeding governmental progress in the future.
