PA Gov Josh Shapiro announces automatic voter registration when getting or renewing driver's license
I am wondering if Shapiro could just have given the order to make these changes on the state license forms --or if he needed a law to have been passed by his state lawmakers.
It seems just so simple of a move to do if Governors of any state wanted to do this.

BREAKING: Pennsylvania's rising superstar Governor Josh Shapiro scores another massive win for democracy as his administration announces automatic voter registration when getting or renewing a driver's license in the state unless one chooses to opt out.
This is huge news for the people of Pennsylvania and Republicans are PISSED...
Under the new system, prompts will automatically appear on computer screens at driver's license centers and provide a template to register to vote. Previously, users were first asked if they were interested in registering or not — adding an extra layer of difficulty to the navigation.
Citizens will not be forced to register, but can choose to do so if they like. This will remove all of the hassle of trying to register in other ways.
Experts predict that this simple, pro-democracy initiative will increase voter registration and possibly drive up voter turnout, which could prove to be a disaster for the increasingly unpopular Republican Party.
Once again, Governor Shapiro is demonstrating what happens when we elect Democrats interested in governing instead of Republicans interested in looting our tax dollars on behalf of the rich.
