Again, what are you trying to argue?

Anyone testing in Level 1 and 2 need remedial help (ie, not proficient), and they are failing at a miserable rate across all grade levels

Remedial education, also known as basic skills development, is instruction provided to students who need more support in core areas such as reading and math. These students qualify for remediation because of their poor performance in those areas.


You seem to try so hard to say there isn't a HUGE problem...
